You Can Download iOS 11 Beta 5 Without a Developer Account if You Have Access to the OTA File
There are two routes Apple is taking in order to deliver iOS 11 Beta to the end-user. First is the obvious developer method. This requires you to have an Apple Developer Program membership, which costs $99 on an annual basis. Second, is the Beta Software Program route meant for public beta testers. As you might expect, it's free. But, the developers get the new seed of the software first before anyone else. On the features front, there's absolutely nothing new for developers which public beta testers aren't getting.
So, if you don't want to try out the Beta Software Program, and wish to download the iOS 11 Developer Preview instead, then the process is simple. All you have to do is source yourself an iOS 11 OTA file that will push the beta software onto your iPhone, iPad, iPod touch. Quite frankly, I don't see the need for installing iOS 11 Beta with a developer account when the Beta Software Program exists. Given Apple's super fast delivery mechanism, even public betas are delivered a couple of days (at most) after the developer build is seeded. Still, you might have your reasons for going ahead with installing a developer-oriented beta instead of the public one.
