Out-of-Band “Required Security Update” Released for Several Windows 10 Versions Fixing IE and Printing Issues

Microsoft has started rolling out an extended out-of-band update to several versions of Windows 10, including the May 2019 Update, version 1903. While multiple updates have become a norm for Windows 10, today's release also carries a note from the Windows maker where the company says that this update is a required security update that "expands the out-of-band update dated September 23, 2019."

Microsoft added that today's security update includes a mitigation for an Internet Explorer vulnerability and a fix for a printing issue that was reported after the release of the last cumulative update. The company advises users to install the latest update ASAP and restart their devices for the mitigations to take effect.

IMPORTANT This is a required security update that expands the out-of-band update dated September 23, 2019. This security update includes the Internet Explorer scripting engine security vulnerability (CVE-2019-1367) mitigation and corrects a recent printing issue some users have experienced. Customers using Windows Update or Windows Server Update Services (WSUS) will be offered this update automatically. To help secure your devices, we recommend that you install this update as soon as a possible and restart your PC to fully apply the mitigations. Like all cumulative updates, this update supersedes any preceding update.

Changelog of Windows 10 1903 Build 18362.388 (KB4524147):

  • Addresses an intermittent issue with the print spooler service that may cause print jobs to fail. Some apps may close or generate errors, such as the remote procedure call (RPC) error.
  • Addresses an issue that may result in an error when you install Features On Demand (FOD), such as .Net 3.5. The error is, "The changes couldn’t be complete. Please reboot your computer and try again. Error code: 0x800f0950.”

Apart from version 1903, Microsoft has also delivered this update to all the previous versions of the operating system (except for 1511), bringing the same fixes. KB4524148 (Build 17763.775) is out for version 1809, KB4524149 (Build 17134.1040) is available for version 1803, KB4524150 (Build 16299.1421) for 1709, KB4524151 (Build 15063.2079) for 1703, KB4524152 (Build 14393.3243) for 1607, and KB4524153 (Build 10240.18335) for the original Windows 10.

This is an out-of-band update and Microsoft said that it shouldn't be considered as a replacement of the upcoming October 2019 monthly Patch Tuesday updates, which are scheduled for next Tuesday, October 8.
