Treyarch’s Director of Development has talked about Call of Duty: Black Ops 3′ graphics, the possibility of mod tools, as well as some additional option which might be included.
Treyarch not done with the graphics features for Call of Duty: Black Ops 3
As pcdev claims, Treyarch is not done with the graphics features, therefore the team cannot discuss maxed settings or the specs required for maxed.
@TheChaseAR Graphics features aren't even finished yet so it is premature to discuss what "maxed" means or the specs required for "maxed".

Black Ops 3 will feature something similar to a texture upscaler:
@CookiesAreLaw Yep, we already have something like that. We'll talk more about graphics features later in the year.

He continues to explain that he would love to release mod tools, but it’ still too early to determine whether it would be possible.
@KVennie I would love to release modtools. It would be big project. We won't know if it is feasible until the game is much closer to done.
