Treyarch Talks about Call of Duty: Black Ops 3 Graphics, Special Graphics Options & Mod Tools
Treyarch’s Director of Development has talked about Call of Duty: Black Ops 3' graphics, the possibility of mod tools, as well as some additional option which might be included.
Treyarch not done with the graphics features for Call of Duty: Black Ops 3
As pcdev claims, Treyarch is not done with the graphics features, therefore the team cannot discuss maxed settings or the specs required for maxed.

Black Ops 3 will feature something similar to a texture upscaler:

He continues to explain that he would love to release mod tools, but it' still too early to determine whether it would be possible.
@KVennie I would love to release modtools. It would be big project. We won't know if it is feasible until the game is much closer to done.

An off-screen image from Call of Duty: Black Ops 3 has leaked and is making rounds around the internet. It shows the Zombie menu from Black Ops 3, and if legit it confirms the game will feature a Zombies story mode.
Treyarch have previously hinted that Black Ops 3 will feature a Zombie mode that will be its own game and will be completely separate from all the other modes of the game.
Treyarch's studio head Mark Lumia, in a recent interview, stated that Treyarch's aim is to make all three versions of Black Ops 3 look very good. He emphasised that Treyarch's 300 employees want to ensure that “PC Gamers get the best possible experience” They don't want the PC version feel like it's in "Second Place"
The pre-order page for Black Ops 3 is now open and grants you access to the Beta. We will bring you any new information on Black Ops 3 as soon as it becomes available. The title is being developed by Treyarch for the PlayStation 4, Xbox One and PC and will release on November 6 2015.
