AMD is rumored to be preparing the non-XT version of the RX 9060 series, and going by the specs, it shouldn't be significantly slower.
The Radeon RX 9060 Non-XT Won't be Nerfed in the Shader and VRAM Capacity but Will Have Slower GDDR6 VRAM Clocked at 18 Gbps
AMD hasn't officially announced the Radeon RX 9060, but rumors suggest that the company is preparing the slower version of the RX 9060 XT for the budget segment. We used to have non-XT 60 class cards in previous generations as well, but AMD opted for the 8 GB and 16 GB editions for the RX 9060 XT, positioning the former as a direct competitor to the RTX 5060.
Traditionally, the RX X600 would be the direct competitor to the RTX X060, but AMD is likely looking for that sub-$300 price tag once again with what has been reported by Videocardz. As per the report, the Radeon RX 9060 is going to be technically identical to the XT variant in most aspects, including the GPU die and shader count. RX 9060 is reportedly bringing the NAVI 44 die used on the RX 9060 XT and will retain the 2048 Stream Processors.

The VRAM capacity will also be retained, but it will be a bit slower. The RX 9060 XT GDDR6 VRAM runs at 20 Gbps clock speed, but the 9060 will have it downclocked to 18 Gbps. This will result in an overall memory bandwidth reduction from 320 GB/s to 288 GB/s, which is roughly a 10% reduction. Another small downgrade is reported to have occurred in the clocks. While the base clock is unknown, the RX 9060 reportedly brings 2.99 GHz of boost clock, which is around 140 MHz lower than the RX 9060 XT.
Once again, take these specs with a grain of salt as AMD hasn't yet announced it officially, but considering AMD's previous 60-class lineups, the RX 9060 could be just slightly slower than the XT variant. This looks pretty much similar to what we have seen with RX 7600 vs RX 7600 XT where both had the same GPU die, same shader count, and a lot of similarities in other areas. However, the RX 7600 had equally fast VRAM speed as the XT variant, except that the RX 7600 XT came with 4 GB higher VRAM capacity.
As far as the TDP is concerned, we can expect a slight reduction in power consumption. The RX 9060 XT brings a default TDP of 150W and we can expect anywhere from 130-140W for the non-XT card. Pricing-wise, we expect the RX 9060 to cost $269-$279, positioning itself as another strong competitor to the RTX 5060.
Update: According to Tom's hardware, the Radeon RX 9060 will only be available through system integrators.
