Valve accidentally leaked the FSR 4.1.1 INT8 and as per a Redditor, this version of FSR works even with RDNA 3.5.
FSR 4.1 Has Already Leaked Via Proton Experimental, and Appears to Work With Radeon iGPUs Based on RDNA 3.5 Architecture
Just today, we got to see a big update from Valve, which pushed an early FSR 4.1 build through the Proton Experimental. Right when the file was spotted in the Proton Experimental depot, it was taken down quickly. However, a user managed to download it before Valve removed it.

As per the Reddit user u/AtheleteDependent926, the "amdxcffx64.dll" he downloaded shows that the file was signed, enabling it to be used in games. The user tested it via Optiscaler, which shows that FSR 4.1.1 works with the RX 7800 XT, an RDNA 3 GPU, which is going to receive official FSR 4.1 support next month. Surprisingly, even an RDNA 2 GPU like RX 6900 XT was able to utilize the latest INT8 FSR 4.1 model.
The method is quite simple; all you need is OptiScaler. After dropping the amdxcffx64.dll file next to OptiScaler, the amd_fidelityfx_upscaler_dx12.dll needs to be updated. Then users can enable FSR4Update in OptiScaler.ini, which will bring FSR 4.1 support to previous-gen AMD Radeon GPUs.
Since AMD is taking its time to bring FSR 4.1 to RDNA 2 GPUs, the user reported visual artifacts on the RX 6900 XT GPU. Surprisingly, this FSR 4.1 model seems to be working just fine even on RDNA 3.5-based graphics. Keep in mind that AMD has been silent regarding FSR 4 support on RDNA 3.5. It has only announced FSR 4.1 support on RDNA 2 and RDNA 3 GPUs.

Recently, it was reported that FSR 4 won't be coming to RDNA 3.5-based graphics, but AMD later denied the claim. We can see that the leaked FSR 4.1.1 INT8 was working totally fine on the Radeon 890M, which is an iGPU available on high-end Strix Point APUs. Hopefully, the FSR 4 can officially make it to RDNA 3.5, since many Zen 5-based APU families rely on this architecture.
