Microsoft has today released Windows 10 November 2019 Update Insider Preview Build 18363.418 to Insiders who hadn't yet received this build and are running Build 18362.10024. The company has also reminded Insiders that if you want to receive this final build of Windows 10 1909 and are still in the Slow ring, you will have to switch to the Release Preview ring.
Slow ring Insiders will soon be moved to testing the Windows 10 2020 builds (20H1 branch). "Now’s the time to double-check your Windows Insider Program settings," the Windows maker wrote in an update today.

Windows 10 1909 Insider Preview Build 18363.418 is the final build. Microsoft might release cumulative updates to add some fixes, but the Windows maker had confirmed that "Build 18363.418 is the final build" and that it will "continue to improve the overall experience of 19H2 on customers’ PCs as part of our normal servicing cadence."
You can head over to Settings > Update & Security > Windows Insider Program to confirm you are on the ring you want to be on before Microsoft starts moving Slow ring Insiders to Windows 10 20H1.
