Initially, when you turn on your new device, you are redirected to the setup wizard that allows you to sign into your account and other details. You are required to connect to the nearest active and accessible Wi-Fi to complete the setup. There are quite a handful of other options that you must fulfill in order to use the new device.
A SetupWizard APK was discovered in the APK files for Android Oreo, which is most likely to be part of the Samsung Galaxy S9.
