The China-exclusive Core Ultra 5 230F has slightly better specs than the Core Ultra 5 225/225F, which is why it is able to beat the latter in both synthetic and gaming benchmarks.
Intel's Core Ultra 5 230F Scores 5-6% Higher Single/Multi-Core Points Vs Core Ultra 5 225/225F on PassMark
Earlier this year, Intel launched a China-exclusive Core Ultra 5 230F desktop processor for the mainland, which has slightly better specs out of the box compared to its Core Ultra 5 225/225F variant. The 230F offers the same 10-core/10-thread config as the 225/225F, featuring 6 P-cores and 4-cores. However, there are certain differences vs the latter. The processor was seen in various benchmarks previously, but it's the first time the CPU was benchmarked on PassMark.

As spotted by @x86deadandback, the Core Ultra 5 230F has appeared on the CPU Benchmark site, revealing single- and multi-core scores of 4,656 and 33,177 points, respectively. Compared to its little siblings, the Core Ultra 5 225 and 225F, it's roughly 5-6% faster in both scenarios, which is a decent uplift. Unlike the other two, the Core Ultra 5 230F not only offers higher P-Core and E-Core clocks but also boasts a 4 MB higher L3 cache.

Most of its specs are identical to the 225/225F, but due to better clocks and cache, it tends to do better in most applications as well as games. However, the TDP range is still the same (65-121W). The Ultra 5 230F is probably the best budget Core Ultra 5 family SKU for its price and has previously shown its gaming prowess, being competitive to the Core Ultra 5 245K while having fewer cores, lower clocks, and lower L2 cache.
That said, we are waiting for Intel to drop the Arrow Lake Refresh CPUs since these promise higher clocks as well as more cores, as we saw recently. The new lineup will bring Core Ultra 9 290K Plus, Core Ultra 7 270K Plus, and Core Ultra 5 250K Plus with superior specs and better memory support. These should deliver better productivity and gaming performance than the current lineup, but Intel hasn't revealed any official info on these SKUs till now.
