The main motivation behind any firm no matter the size or location is to sell itself and make money. That being said its really easy to predict a company’s actions with this motivation in mind. Now there is word in that air that a guy from Intel claims that the reason GTA V isn’t on PC is because money changed hands but it wont stay console exclusive for long.

Kotaku and Eurogamer’s Take “GTA V PC Launch will Mirror GTA IV’s Launch”
They have a slightly different take, both follow Eurogamers source and according to their sources GTA V PC will arrive next year and will mirror GTA IV launch which would mean that you cannot expect GTA V around May of 2014.
PC Gamer’s Take “Money Changed Hands, Wont Be Console Exclusive Long - Intel”
Our first source is Chris R. Silva, the Director of Marketing for Intel’s Premium Notebooks who said in an interview to PC Gamer that
“Somebody paid a lot of money to make sure that title was exclusive,”
“At least with Grand Theft Auto I don’t think it’ll be console exclusive very long. But that’s what happens when you have a brand new launch with two companies that have lots of money trying to make sure they have content.”
So apparently Mr Chris is pretty straightforward, according to him some serious amount of cash must have exchanged hands to keep GTA V Console Exclusive at launch. It is only natural after course that such a heavily anticipated game would boost any console it was exclusive too. So basically: GTA V is Coming To PC Definitely
Our Take and Analysis “GTA V PC is Definitely Coming – Will Release Before 2014″
We have also received word that you can completely rely on a GTA V PC Release. If you remember we previously leaked that you can expect GTA V sometime in November 17. Well we still think that GTA V PC would release before 2014. Or at the very latest it would release in early 2014.
We would tend to agree with PC Gamer as well, it is almost impossible that Rockstar would stop a PC version unless some unbelievably amount of cash was changing hands. However the report by Eurogamer that it is coming by 2014 does not make logical sense. If Rockstar indeed delays release till May 2014 that could be detrimental to their sales. They should push on till the butter is hot and the GTA V hype is alive. As more and more people play GTA V on console less and less will demand it on PC.
However there’s also the possibility that money is being exchanged for this purpose exactly, delay at the loss which will be filled by the console giants.
