[Update 17/10] After publishing the article below, Private Division has confirmed that The Outer Worlds will be enhanced on both the PS4 Pro and Xbox One X. The game will include 4K textures on PC and Xbox One X, while it is being upsampled to 4K from 1440p on the PS4 Pro.

[Original story] Obsidian Entertainment’s upcoming The Outer Worlds won’t be enhanced on Sony’s PlayStation 4 Pro, the game’s publisher has said.
While the RPG is being released on multiple platforms, only the Xbox One X version will be “enhanced”. At least, that’s what a spokesperson from publisher Private Division told Windowscentral. "4K on Xbox One, no enhancements for PS4 Pro”, he said.
Quite surprising, since normally, both the PS4 Pro and Xbox One X versions will receive enhancements in some way. Hopefully, the game will receive a PS4 Pro patch post-launch. According to Microsoft's list of Xbox One X enhanced games, The Outer Worlds will support "4K Ultra HD" on the X. Specific Xbox One X enhancements are unknown at this point.
Obsidian Entertainment was acquired by Microsoft back in 2018 and is now one of the first party developers as part of Xbox Game Studios, which is why it will be included with the Xbox Game Pass subscription (on both console and PC).
