IP changing shouldn't cause a problem in normal circumstances, though I'd point out that I also usually get the same first 3 digit groups in IP like you previously did with the last digit group changing, but this or any other IP should technically work fine.

I'd recommend you to check by trying to re-configure the VPTCL connection in the Network connections and make sure its set to obtain an IP address automatically.

If you're using those new gray handsets launched by PTCL under the Vfone name brand a few months back on Windows Vista, try un-installing and re-intsalling the PTCL connect program which comes with these phones for Windows Vista (I don't know how things go around with that program and Windows XP)

Make sure the handset display is showing changing numbers after being connected infront of the Rx and Tx listsings (signal problem may be? it happens sometimes that VPTCL just connects to the internet and sits idle doing nothing, usually this is solved by disconnecting and reconnecting either after a short while or reconnecting from a better signal reception location)

Last but not the least: When nothing seems to be working, make up your mind and at your own risk, try to call the helpline to try and figure out if the problem might be from the PTCL side
