For those unaware, Intel's IPO (Intel Performance Optimizer) is basically a set of performance-enhancing solutions introduced by Team Blue, which were announced back at CES 2025. The tweaks made are mainly to target the Core Ultra 200S "Arrow Lake" desktop CPUs, and they bring in performance improvements across multiple workloads, such as gaming and professional ones. It is a step by Intel to leverage the maximum capabilities of its silicon, and the IPO consists of a variety of adjustments, which we'll talk about next.

It is claimed that IPO includes firmware tweaks such as the recent 0x114 microcode, which brought in Intel's PR5 (Performance Release 5) package. This package is said to significantly improve Arrow Lake's performance, at least relative to prior to the microcode. However, the core performance difference is brought in by overclocking clock speeds beyond stock settings, along with tweaking DRAM parameters such as frequency and latencies to improve the performance even further.

Power limits are also adjusted to a higher setting, and this overclocking tweak allows the Arrow Lake platform to see a notable performance difference. Based on a tweet by UNIKO Hardware, it is claimed that under the Intel IPO program, Chinese retailers are now selling custom-builds that are "IPO-certified," which means that the overclocked settings come in by default, replacing the stock ones.

The build mentioned by the source consists of an Intel Core i7-14700K "Raptor Lake Refresh" CPU, but the IPO program is more across Arrow Lake processors. UNIKO Hardware mentions an example of an IPO-based CPU featuring the Core Ultra 7 256K, and here's how the CPU configurations were tuned with the processor:

These adjustments interestingly comes with seller warranties, and this erases a big concern of an average consumer, who doesn't step into the overclocking realm simply because the potential consequences haunt them. While we haven't seen real-time benchmarks of IPO-optimized builds, the PC listing mentions a 10% improvement from a normal build with the same configuration, which is decent enough.

In terms of pricing, the Core i7-14700KF with NVIDIA's GeForce RTX 5070 Ti will cost 14,899 yuan, or around $2,000, while the same build with Intel's Core Ultra 7 256K will cost 16,009 yuan, or around $2,200. For now, we are unaware of whether the IPO program is for global consumers, but it is a step towards Intel actually trying to sort out ARL-S performance issues.
