This skill is an almighty spell with no elemental affinity and a low 10 MP cost, which scales with Magic Attack and Faith, and can deal solid damage with a Magic-oriented build.

Best Battle to Learn Ramza's Secret Skill
The best battle to learn Ramza's Ultima secret skill is the Limberry Castle Gate battle in Chapter 4. In this battle, Ramza starts the battle right by the Assassins Celia and Lettie, and is the only character in their attack range, making him their guaranteed first target.
How to Learn Ramza's Secret Skill Quickly in Limberry Castle Gate Battle
Before you head into battle, you must change Ramza's Job to Gallant Knight, and equip abilities and gear to ensure he survives two Ultima spells and is immune to the KO, Stop, and Charm status ailments. This is easily achieved by equipping the Chemist's Auto-Potion Reaction Ability and the Barrette headgear obtained from Alma in Chapter 3 or by poaching a Red Chocobo. The immunity to these status ailments ensures the two Assassins will always use Ultima.
NOTE: If you are playing in Classic Mode, Ramza cannot equip the Barrette as it's restricted to female units only. You must equip the Black Garb armor and the Nu Khai Armband accessory instead to gain the required status immunities. Both can be purchased from shops in Chapter 4.
Turn-by-turn Strategy
Unless you have brought units with high speed or Orlandeau with the Excalibur equipped, Celia and Lettie will act first, targeting Ramza with their Ultima spell. Depending on how you built the character, he may get to act before the spells activate. One of the Assassins will be in range if you have a Movement Ability like Movement+2 equipped, but only attack her if you don't take her down or put her in Critical condition, as it will end the battle instantly.
If you have equipped Auto-Potion and Ramza has a high Bravery stat, he will automatically heal for most of the damage, if not all of it, received by the Ultima spells. Once the first hits, you will be asked if you want to learn the spell. Select "Yes", and the spell will be usable from the current battle.
After Ultima has been learned, you must end the battle as quickly as possible. The Reaver demons that accompany the Assassins can use the Bio spells to deal damage and some nasty status ailments, but since you can end the battle by just putting either Celia or Lettie in Critical condition, all you need to do is focus your attacks on either of them. With his power and Swordplay skills that give him access to ranged attacks, Orlandeau can end the battle by himself in no more than two turns.
