Hell is Us is, in a lot of ways, just a long series of puzzles. Some of them are optional, while others are mandatory to move the story forward. The Watcher's Nest puzzle you'll encounter in the first quarter of the game is from the latter category, but thankfully, it's not so confusing that it's too difficult to surpass.
There's just a lot of back-and-forth, and it's a clear example of why having a pen and notebook at your side can be a real boon for your first playthrough.

How to Solve The Watcher's Nest Puzzle in Hell is Us - Guide
Key Items

Before you get into The Watcher's Nest and start putting puzzle pieces into holes, you'll need to have all the necessary pieces. There are two key emblems to open the door to The Watcher's Nest, and then you'll need another four separate emblems to solve the puzzle inside it.
If you already have those, you can skip ahead. If you're just getting to Vyssa Hills and aren't sure on what to do next, keep reading.
Finding the Book and Candle Emblems and entering The Watcher's Nest
Only two of the emblems you'll need to solve The Watcher's Nest puzzle will have to be required before you head into the underground tomb - the ones to open its doors in the first place.
After finding Vitalis and watching the ensuing cutscene, look southwest and from the save point close by and start heading up the hill to a wooden gate. There will be a fork in the road past the gate, with the right-hand path featuring a wooden structure with a bridge that only works one-way and a Hollow firing projectiles at you. The left, will lead you to Tania Alver, who you'll discover is the journalist Vitalis was meeting.

She'll hand you the Candle Emblem after talking to her and asking her about Vitalis and the Vigil Note. When you're finished talking to her, turn back to the fork in the road, this time heading right past the wooden structure, and you'll find two Hollow creatures standing over a body.
After defeating the creatures, you'll discover the body is a woman named Agatha who was working with Tania and Vitalis before the creatures attacked. You'll find the Book Emblem on her corpse, and with the Book and Candle emblem's in hand, you can open the door to The Watcher's Nest.

Head back to the wooden structure, and this time head up the ladder. Follow the path lined with tombstones, and you'll approach another fork in the road. Head to the right to continue towards The Watcher's Nest. You'll face an enemy on the way, so just be ready for another encounter. When you reach the entrance, put the Book and Candle emblem's in their place on either side of the door, and you'll be able to head inside to start uncovering the secrets of The Watcher's Nest.
Solve The Watcher's Nest Puzzle

Once inside, the real puzzle starts. You'll find a note right as you enter on a big stone table that is imperative to solving it. The key paragraph reads: Through his name, his title, the symbol of his Order, and the date of inception of his Order, shall the path be revealed.
The name, title, Order symbol, and date of the Order, all relate to different spots on the walls of The Watcher's Nest where you can put one of four ceramic Blue Flower tiles that all relate to General Pentos Algea, the founder of The Order of the Eye. Putting the tiles in their correct spots will solve the puzzle of the tomb, so you'll need to grab the four tiles which are currently lying on top of Pentos' coffin in his tomb. You find the tomb towards the back of The Watcher's Nest, down a ladder.
Now that you have the ceramic flowers, you'll have everything you need to solve the puzzle. You should also know that The Watcher's Nest is filled with a bevy of information about the deeper lore of Hell is Us, The Vigil, the Order of the Eye, and more. If you want a go at solving the puzzle on your own, everything you need is in that underground base. But if you just want the answer to progress with the story and take in the lore at your own pace, place the four blue ceramic tiles in the following spots:
- Place one flower under the shield with the Book symbol next to where the save point is

- Place one flower in the spot next to the plaque that says 'Algea,' that can be found in the space behind the whiteboard

- Place one flower in the spot under the third icon from the entryway, starting on the left, around the stone table

- Place one flower in the right-hand slot next to the blue banner

Once all flowers are in place, you'll hear the ground shake. Head back down to the tomb, and pull the lever in front of Pentos' coffin. It'll open, and The Watcher's Nest puzzle in Hell is Us will be solved.
