How to tether Galaxy S4, Note 3 & other devices without rooting them:
- Open Settings > More Settings > Mobile Hotspot on your smart phone.
- Select Mobile Hotspot; do not turn it on.
- Now tap on Configure and set your hotspot settings.
- Go to Google Play Store and download the Hotspot app: app link.
- This app will add a widget in your device's widget drawer.
- Add the widget to your home screen.
- Turn the toggle widget on and in case you see any popup window, press the Home button to cancel.
- That's just about it!
