The minimum and recommended specifications for XCOM 2 have just been posted to the Steam store page. There's no surprise that this PC only have is supposed to have more steep requirements in order to access higher levels of fidelity, but the recommended specs are not necessarily that high.
A GTX 770 or HD 7970 will do, but dual GTX 980 Ti's will make XCOM 2 better.
If the recommended specifications can run XCOM 2 at 1080P with at least 60FPS, then that won't be too terrible. It isn't the most advanced graphics engine that's ever been used, but it is appreciably upgraded over XCOM: Enemy Unknown and does have a certain visual style that's quite attractive.

- Memory: 4 GB RAM
- Graphics: 1GB ATI Radeon HD 5770, 1GB NVIDIA GeForce GTX 460 or better

- Storage: 45 GB available space
- Sound Card: DirectX compatible sound card
Recommended:

- Memory: 8 GB RAM
- Graphics: 2GB ATI Radeon HD 7970, 2GB NVIDIA GeForce GTX 770 or better
