The Witcher 3: Wild Hunt is already confirmed to be running at 1080p/30fps and 900p/30fps on PS4 and Xbox One respectively. CD Projekt’s Michał Krzemiński, Senior Art Producer of The Witcher 3, stated regarding whether there was a time that the target for the console versions was 60fps.

“We don’t think like that. When you have a vision to create an RPG that will leave a long lasting impression, you don’t think in terms of resolution or frame rate. You think of adventure, you think of living worlds, and the stuff you’ll be able to do in that world. Technical aspects are kind of secondary, which of course doesn’t mean that we don’t want the graphics to be awesome,”

There you have it, it doesn’t matter if the game runs at 60fps or 30fps, for it to provide a good experience on the consoles, especially for an open world RPG, like The Witcher 3.

What is important is the team’s vision of The Witcher 3 world to be realised in full detail, and the gameplay to be smooth enough to provide a good experience.

If the game’s rendering frame-rate and the simulation one are the same, and it doesn’t use lag frames, then the experience will be smooth. The removal of such a procedure, manages to make a 30fps game feel as responsive as a 60fps title, reminiscent of fighting games as they also don’t use lag frames.

The Witcher 3 is shaping up to be one extraordinary adventure. Based on the hands-on experience provided by CD Projekt RED last month, the game looks remarkable, with extremely detailed environments, and heavily populated villages. Characters show a great level of detail, portraying emotion with depth to further enhance the dialogue dynamic in the game.

Combat in The Witcher 3: Wild Hunt, has been described as being both impressive and fluid, and it appears to be deep and challenging as well.

Although I would love a more seamless transition for changing signs, especially on the consoles , than having to open the radial menu in order to choose between them.
